When feudal monarchies get vassals or Personal Union minors they get extra diplomatic slots for vassal upkeep (up to 3 if you have 3 subjects). Centralizing your country removes this ability. At 20 centralisation you get at most 2 extra diplomatic slots for subjects and at 40 you get only one.
